College of the Mainland (COM) has been a cornerstone of educational opportunity in the region since its vision first emerged among community leaders in the early 1960s. That vision became reality in October 1966 with the establishment of the College of the Mainland Junior College District.
Today, the district spans 237 square miles and serves the communities of Dickinson, Hitchcock, La Marque, Santa Fe, and Texas City. COM’s main campus is situated on 128 acres in Texas City and features 17 buildings, along with additional facilities at Appomattox Square. Opening Doors Promise Scholarship
The Opening Doors Promise Scholarship is a last-dollar scholarship designed to remove financial barriers to higher education. It covers 100% of tuition and fees for up to two years—or until degree or certificate completion—for eligible students.
This program is available to graduating high school seniors (Class of 2026) from Texas City, La Marque, Hitchcock, and Santa Fe who plan to enroll at COM.
Eligibility Requirements:
- Graduate from a high school within the eligible communities
- Enroll full-time at College of the Mainland
- Pursue an associate degree or workforce training certificate
- Complete the FAFSA or TASFA
- Apply all available federal, state, and other scholarship aid first

Galveston College

Texas A&M University at Galveston
Texas A&M University at Galveston (TAMUG) is the island campus of Texas A&M University, dedicated to developing future leaders who are making an impact across the globe. The university serves nearly 2,300 undergraduate and graduate students each year, offering specialized programs in marine and maritime disciplines that support the growing global “blue economy.”
With roots dating back to 1962 and the founding of the Texas A&M Maritime Academy, TAMUG has a long-standing tradition of excellence. Today, it remains the only maritime academy on the Gulf Coast and has evolved into a premier branch campus focused exclusively on marine and maritime education. The university offers nearly 20 degree programs designed to prepare graduates for careers in industries ranging from ocean engineering and marine biology to maritime transportation and logistics.

On-the-Job Training (OJT) – Workforce Solutions
The On-the-Job Training (OJT) program, offered through Workforce Solutions, provides a valuable opportunity for businesses to develop skilled employees while reducing training costs. This program allows participants to “earn while they learn,” gaining hands-on experience directly in the workplace, while employers receive financial support during the training period.
OJT is designed for full-time positions (30+ hours per week) that involve new technologies, production processes, service delivery, or the development of specialized skills. Eligible positions must offer wages of at least $12.00 per hour or higher.
Key Benefits for Employers:
- Access to a pool of carefully screened and qualified candidates at no cost
- Flexibility to set job qualifications, conduct interviews, and select candidates
- Customized, hands-on training tailored to company-specific needs
- Wage reimbursement of up to 50% of the employee’s salary (up to $21.00 per hour) during the training period
- Training reimbursement available for up to 400 hours, depending on the occupation
